To understand the positions the PRC adopted under the leadership of Mao Zedong and the motives behind its dramatic shifts in policy, it is important to look at several themes in Chinese policy-making and how they influenced the development of its diplomacy. These include the role of ideology, the weight of history and the desire to maintain complete independence. These factors would help to shape the Great Leap Forward and the Cultural Revolution domestically but also in foreign policy provoke the Sino-Soviet split. With Mao’s death in 1976, China’s path changed towards a more pragmatic focus on building a strong economy which contained a significant market element. This led to hope in the West that China would peacefully integrate into the ‘rule-based’ international order. Developments since 2012, which saw Xi Jinping come into power, have negated this hope. It is rather the case that China has become a rival to the United States. Nor is it the only East Asian state to reject American hegemony, for the Kim dynasty in North Korea has also set out on its own idiosyncratic path.
