Chapter 5: \u2018Good Neighbors\u2019? The United States and the Americas, 1900\u201345<\/h1>\n\n\n

This chapter explores how the nature of American interventionism in the Western Hemisphere changed in the first half of the twentieth century. By introducing the \u2018Good Neighbor\u2019 policy in 1933 \u2013 after decades of US military interventionism in the Caribbean region \u2013 President Franklin D. Roosevelt sought to encourage friendly relations and mutual defence among the nations of the Western Hemisphere. A key part of the new policy was the Roosevelt administration\u2019s effort to strengthen the pan-American movement. Most historians would agree that the United States acted in an imperial manner towards Latin America. Still, as the debates over regionalism and universalism showed, the United States was undergoing a fundamental change in its position vis-\u00e0-vis the rest of the world. As World War II drew to a close, these debates over internationalism and regionalism raised questions about the relative importance of the UN and national sovereignty as the United States appeared determined to uphold the legacy of the Monroe Doctrine and Washington\u2019s long-term dominant role in inter-American relations.<\/p>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n
